Green House Gas (GHG) InventoryBackground: Williams Lake's Commitments to Emissions Reductions
The City of Williams Lake has committed to two greenhouse gas (GHG) reduction structures. In 2010, the City of Williams Lake became a member of the Partners for Climate Protection (PCP) program and signed on to the BC Climate Action Charter.
These programs are briefly outlined below.
Partners for Climate Protection
The Partners for Climate Protection (PCP) is a national network of municipal governments working to address climate change. PCP is a joint initiative between the Federation of Canadian Municipalities (FCM) and ICLEI � Local Governments for Sustainability, an international network of local governments working to address climate change and sustainability. As a Partner for Climate Protection and within the OCP, Williams Lake has committed to reducing both corporate and community GHG emissions 33% below 2008 levels by 2020 and 50% by 2050.
BC Climate Action Charter
Further, the City of Williams Lake, along with 95% of other BC local governments, has also voluntarily signed the BC Climate Action Charter in 2008. By signing the Climate Action Charter, Williams Lake is committed to becoming carbon neutral in its operations beginning in 2012. The provincial carbon neutral process is administered by the Green Communities Committee (GCC) which is a joint collaboration between the BC Climate Action Secretariat and the Union of BC Municipalities. The GCC outlines the carbon neutral process as being a four step, annually recurring process.
Carbon Neutral Process (annually recurring):
- Measure Emissions, by conducting a GHG inventory
- Reduce Emissions, through energy efficiency projects and policies
- Offset Remaining Emissions, by purchasing offsets or funding approved local offset projects
- Report to the public and Province on progress and initiatives
GHG Inventory Tool
The City of Williams Lake has recently signed on to the Provincial SmartTool as a GHG inventory tool for Municipal Operations. Staff are currently proceeding through the on boarding and training stage and will be using this tool as we move forward in our Journey to Carbon Neutrality in 2012.
